Taubman College Cooper-McCann Featured in Journal of Planning History
The work of Patrick Cooper-McCann, Ph.D candidate in Urban and Regional Planning, recently appeared in the Journal of Planning History. The article, titled “The Trap of Triage: Lessons from the Team Four Plan,” details and analyzes a controversial city plan for St. Louis. The plan was developed in 1975 by a team of consultants from Team Four Inc.
Team Four’s plan proposed new ways for the city to adapt to population loss and housing disinvestment, focusing on three key areas: conservation, development and depletion. St. Louis citizens – notably citizens residing in the predominantly black North Side – reacted negatively to the depletion arm of the plan, seeing it as a promise of benign neglect. Cooper-McCann further explores the controversial strategy and the planning team’s justifications.
